About Mission Coordination Cell (National Quantum Mission)

National Quantum Mission (NQM) is a large-scale mission with aim to develop indigenous quantum capabilities in the country. On completion of this mission, we expect to be in the front row of the countries having quantum advantage. The Department of Science and Technology (DST) is implementing this mission with the funding from Govt. of India. Since DST has significant numbers of missions and projects ongoing, a dedicated cell, the ‘Mission Coordination Cell (MCC)’ has been established to coordinate all the activities under this mission to accomplish mission success. NQM-MCC has been setup at IIT Kanpur with its main office at IIT Kanpur’s Outreach Centre at Noida for effective coordination with Mission Secretariat at DST. The MCC will not only facilitate connection of Technical Hubs (T-Hubs), which will be established in four verticals of NQM, with ministries, national agencies, industries, subject matter experts, and other stakeholders for deployment and technology transfer of quantum technology products, but it will also connect NQM with other national initiatives like Digital India, Make in India, Skill India, Start-up India, Self-Reliant India, and Missions like National Mission on Interdisciplinary Cyber Physical Systems (NM-ICPS) and National Super Computing Mission (NSCM). With effective communication and discussion about the mission activities and progresses with DST and Mission Technology Research Council (MTRC), MCC at IIT Kanpur aims to facilitate coordination required at all levels to ensure National Quantum Mission’s success.

Eligibility

  • Master’s degree in relevant subject or equivalent.
  • 15-25 years of proven experience in managing large scale technical programs/ projects across government/ research/ academia.
  • Strong track record of managing and delivering stakeholders across government, academia and industry.
  • Excellent written and verbal communication skills.
  • Competence in working with multidimensional & multicultural environment.
  • MCC (NQM) has right to relax qualifications & experience for deserving candidates with the approval of Competent Authority.

Desired qualification

  • Understanding of Quantum Technology domain
  • Understanding of finance, performance management principles, and familiarity with diverse business functions such as industry relations, marketing, PR, etc.
  • Highly motivated self-starter - must bring energy and passion to the job and team.
  • Excellent listener, communicator, and proven collaborator with superiors, peers, and staff.
  • Entrepreneurial mindset with outstanding organizational and leadership skills.

Consolidated Salary range

Rs. 2,73,980 – 4,25,790/-

Working hours

9.30am - 6.30pm

Roles and Responsibilities

  • Work closely with Principal Investigator and deliver operational performance of the MCC meeting deadlines and milestones
  • Manage mission resources, including personnel, equipment, and facilities.
  • Ensure efficient and effective project execution within budget and time constraints with regular monitoring and review of the progress managing budgetary and operational compliances.
  • Maintain clear and consistent communication with the critical stakeholders, including regular reporting and updates maintaining robust stakeholder engagement of partners from industry, academia, research, and government in line with the vision of the mission.
  • Effective exchange of information and resources between funding agency and T-Hub ecosystem.
  • Provide prompt, thorough, and accurate information to keep the stakeholders appropriately informed of the mission's position and direction.
  • Lead communication and visibility of the mission across the relevant platforms, forums, and media.
  • Lead and mentor the teams to advance employee engagement for achieving the mission's growth plan.
  • Maintain a team culture that reflects the mission's values, innovation, high performance, instilling accountability, and reward productivity.
  • Any other assigned tasks.

Duration

Initially for a period of one year, extendable up to 2031
