Introduction
As a new initiative during
1998-99, the Ministry of
Science and Technology, Govt. of India,
launched a novel programme
known as "Technopreneur
Promotion Programme" (TePP)
jointly operated by the
Department of Scientific and
Industrial Research (DSIR)
and Technology Information,
Forecasting and Assessment
Council (TIFAC) of the
Department of Science and
Technology (DST) to tap the
vast innovative potential of
the citizens of India. TePP
is a mechanism to promote
individual innovators to
become technology-based
entrepreneurs (Technopreneurs).
SIDBI Innovation and
Incubation Centre (SIIC) IIT
Kanpur is a "TePP
Outreach Centre (TOC)" in
the Kanpur region. This
essentially means that the technopreneurs in the region
will now get benefits of
Tepp
faster and in an easier
manner.
Objectives
The TePP has the following
objectives:
a. To promote and support
untapped creativity of
individual innovators
b. To assist the individual
innovators to become
technology based
entrepreneurs
c. To assist the technopreneur in networking
and forge linkages with
other constituents of the
innovation chain for
commercialization of their
developments.
Activities
The activities under TePP
include providing financial
support to selected and
screened individual
innovators having original
ideas for converting them
into working models,
prototypes and so on.
TePP assistance is provided
to the innovator to meet
expenditure on the
following:
a. R&D/engineering
consultancy
b. Procure small equipment,
tools etc required
c. Raw Material /Accessories
(for prototype/process
trials).
d. Fabrication cost (for
prototypes)
e. Patent guidance and
support
f. Manpower
g. Testing & Trials
h. Any other relevant costs
TePP support to the
innovators is limited to 90%
of the total cost of the
project & remaining 10% is to
be borne by the
innovator/ inventor.
Who can apply for TePP
support?
Any Indian citizen with an
original
idea/invention/know-how can
apply.
What proposals are
eligible?
a. Proposals from
individual innovators to
convert an original
idea/invention! know-how
into a working
prototype/processes. These
proposals can be made by
individuals or jointly with
sponsoring organizations.
b. Individual(s) interested
may apply for TePP support
giving complete details as
per enclosed format. The
application should be
submitted in five copies.
c. Proposal(s) having
sketchydetails/incomplete
applications/applications
without signature will be
rejected. No correspondence
will be entertained in
respect of such rejected
proposals. The applicant,
however, will be informed in
due course.
d. Proposals involving
software development/only
patenting/basic scientific
research / projects having
no immediate commercial
implications, will not be
accepted for consideration
under TePP.
An innovator must ensure
while making proposals to
TePP, that the proposed idea
will have possible
commercial potential. Mere
possession of idea/(s) does
not entitle any one to avail
TePP support.
e. Proposals from the owner
of a 'Start-up'
company/industry may be
considered for TePP support,
if the annual turnover of
the company/industry doesn't
exceed Rs. 30.00 Eakhs per
annum.
f. Individuals working in organisations and with
innovative ideas may apply
for TePP support by
furnishing a 'No Objection
Certificate' from their
employer.
g. In general, only one
proposal from an individual
innovator would be
considered at a time. The
proposals received will be
subjected to departmental
screening.
h. TePP considers financial
support to the short-listed innovative and novel
proposals on the basis of
expert evaluation under four
broad categories:
(a)
"Technopreneurship" (TS)
limited to a financial
assistance of up to Rs.
50.000/-. This is given to
selected innovators to
pursue their activities to
convert their original idea
/ invention into working
models/ lab / bench scale
processes:
(b) Technopreneur
Promotion Programme (TePP)
considers / financial
assistance upto Rs. 15 Lakhs to the short listed
innovative and novel
proposals on the basis of
expert evaluation.
(c) Supplementary
TePP Fund (STF) upto Rs.
5.00 Lakhs to successful
TePP innovators, those that
have developed
products/process at concept
proving stage under TePP
phase-1, to refine
technology for facilitating
technology transfer to
entrepreneurs. The
activities supported are
patent filling, testing/
validation, building
improved prototype &
aesthetic design, preparing
technology transfer
document.
(d) Seamless Scale-up
Support for TePP Project
(S3T) limited to the
financial support of Rs.
45.00 Lakhs. Proposals from
successful TePP Innovators ,
those have developed
products/process at concept
proving stage under TePP
phase-1 for innovations
having significant market
potential will be considered
to facilitate the innovator
to turn into an
entrepreneur.
How TePP can help you?
Selected projects will be
provided financial support
to undertake the above
developments, initial
support such as patents,
designs etc. and guidance,
scientific/technical
consultancy, fabrication
assistance, networking with
related research
laboratories/institutes and
demonstration for users as
required.
Other related information
a. The proposals, once
rejected on technical
grounds may not be
re-considered. The decision
of the TePP Screening
Committee will be final in
this regard.
b. Fabrication assistance
required/work sub-contracted
to others is considered
under TePP. However, the
rent of own house/own
accommodation, own
salary/stipend, rent of own
workshop, salary of
assistants etc. are not
payable out of the TePP
grant. The individual(s)
will bear such expenditure
from their own resources.
c. Canvassing in any form
will result in
disqualification/rejection
of the application.
